SIBUR and Irkutsk Oil Company Combine Their Efforts in Gas Processing in the Irkutsk Region

Irkutsk Oil Company LLC and SIBUR Vostok LLC have signed a Memorandum of Intentions in the field of gas treatment and processing in the Irkutsk Region. 

SIBUR has already started development of a feasibility study for construction of gas processing and petrochemical production facilities in the Western Siberia and in the Far East. The feasibility study of the project for construction of a gas processing plant (GPP) in the north of the Irkutsk Region will include selection of the construction site, estimation of capital investments and operating costs, and the finished products distribution pattern. The construction site will be chosen in accordance with the deposits of Irkutsk Oil Company and other subsoil users.

Irkutsk Oil Company confirmed a possibility for using the associated petroleum and natural gas for processing at the GPP and informed SIBUR about prognostic volumes of deliveries.  

On completing the feasibility study at the end of 2009, the parties will take a decision on expediency of joint participation in construction of the GPP.  

Earlier, similar documents envisaging the cooperation in gas processing in the Western Siberia and in the Far East were signed by SIBUR and Companies Gazprom neft and   ТNК-ВР.

The development of gas processing in the western part of the country depends on a great extent on government participation in creating the respective infrastructure and on presence of long-term commercial agreements on delivery of APG between the project operator and subsoil users prior to the beginning of construction of gas processing facilities.
