Glavgosexpertiza Approves NGL Transshipment Facility Project in Ust-Luga

The federal state agency General Board of State Expert Review approved construction of liquefied hydrocarbon gases transshipment facility in the commercial sea port of Ust-Luga (Leningrad oblast). NIIgazpererabotka, SIBUR’s science center for gas processing technologies, took an active part in the development and coordination of the project documentation.

The project has been approved by the Federal State Institution Direktsia Gosudarstvennogo Zakazchika (State Customer Directorate) of the Federal Maritime and River Transport Agency, and the Federal State Unitary Enterprise Rosmorport as part of the national Federal Target Programme Development of the Transport System of Russia for 2010 — 2015.

At the next stage SIBUR will begin developing engineering documentation. Deadlines of construction-assembly work will be driven by the situation on the credit market.

The Leningrad Oblast Administration’s Interagency Commission on the Placement of Production Facilities approved the Declaration of Intent to Invest in the Construction of the NGL Transshipment Facility in 2007. In 2008, the Land Allocation Act was approved by Decision of the Administration of the Kingissepski Raion Municipality of Leningrad Oblast.
