SIBUR Completes Pre-registration of Chemicals Used in Export Products

In line with the European Union’s REACH regulations, on 5 November 2008 SIBUR completed pre-registration of 77 chemicals used in products exported to EU member-countries.

This allows SIBUR to continue exporting its products to the EU after 1 January 2009.

The European regulations on safety of chemical products, known as REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) came into force on 2 June 2007. They are designed to regulate the production of chemicals, their marketing and all aspects of their use within the EU member -states. This will have substantial repercussions for companies in non-EU countries (so-called «third countries») that export products to the European market and use chemicals and mixtures produced in Europe.

The Regulations will be implemented in the following main stages: pre-registration of chemicals (from 1 June to 1 December 2008), registration of chemicals and creation of technical dossiers, receipt of permits for marketing and use, introduction of restrictions on production, marketing and use, and use of agreed classification and markings.

It is expected that the Regulations will require the registration of at least 30,000 existing and new chemicals over the next few years. The REACH requirements that must be followed by producers / importers / consumers of chemicals depend on the hazardous properties of each specific substance, its impact on the environment and public health, and the anticipated scale of production, export and use. Without registration (in other words, in absence of accurate information) no chemical will be permitted for production, importation, sale or use within the European Union.  For the companies affected, the underlying principle of REACH is therefore «No data – no market».
