SIBUR has presented Ust-Luga terminal project

Moscow, June 21, 2010. Within the framework of the All-Russian Conference «Railway Transportation of Oil Cargoes» a round-table discussions were held dedicated to the project of liquefied petroleum gas transshipment terminal at Ust-Luga port. Representatives of SIBUR, Gazprom Neft, Novatech and Federal Tariff Service took part in the event.
«Construction of the largest Russian LPG and light oil transshipment complex will contribute to improvement in customer service quality and increase in export volumes,« — Mikhail Fyodorov, the Advisor to the President of SIBUR, pointed out. Completion of construction of SIBUR’s terminal designed for transshipment of up to 1.5 mln tpy of liquefied petroleum gases (LPG) and 2.5 mln tpy of light oils is scheduled for the 4th Qtr of 2012.

The benefits of the terminal include its advantageous geographical position with an access to North-West European markets, heavy-tonnage vessel reception capacity, and navigation in the ice season. Furthermore, the terminal will feature an isothermal LPG storage. Cooling down of liquefied gases will enable their large-lot transportation since cargo capacity of a refrigerated LPG carrier is comparable to cargo capacity of up to 10 conventional pressure-type gas carriers.

SIBUR’s terminal in Ust-Luga is a project of federal significance and is being constructed with state infrastructural support which has been reflected in an agreement between SIBUR and RZD valid till 2020, and in a trilateral agreement between SIBUR, Rosmorport and the Federal Marine and River Transport Agency.
